IIn an international environment increasingly defined by hybrid threats, disinformation, cybersecurity challenges, and geopolitical realignment, the architecture through which states organize their national security response has become a critical area of study. Spain’s National Security System stands as one of the most comprehensive and institutionally mature frameworks in the Euro-Atlantic space, offering valuable lessons for countries seeking to strengthen their own strategic structures.

The Institute for Strategy and Defense Research hosted this online conference to examine how Spain has built, structured, and operationalized its National Security System – and what Mexico and Latin America can learn from this transatlantic model.

 Colonel Alberto Guevara, a Spanish Army officer with deep expertise in national security policy and strategic planning, walked participants through the key components of the Spanish National Security System: its legal foundations, institutional architecture, coordination mechanisms, and the role of the National Security Council as the apex advisory body to the Prime Minister. The session generated a rich exchange on the transferability of this model to the Latin American context.

The third edition of the Transatlantic Security Dialogue (TSD) took place on September 29 and 30, 2025, in Mexico City. Organized by the Konrad Adenauer Foundation (KAS), The Institute for Strategy and Defense Research (ISDR), and Universidad Anáhuac, the event brought together national and international speakers from academia, think tanks, the armed forces, members of the diplomatic corps, and security communities.

For the first time, an active NATO official participated in an event held on Mexican soil – recognition of a reality Mexico has long overlooked: its geographic position in the North Atlantic makes it an unavoidable strategic actor.

 The discussions converged around the growing strategic importance of the North Atlantic and the role Mexico must assume in transatlantic security and cooperation dynamics. New international configurations, emerging threats, and the need to strengthen global alliances make clear that Mexico’s geopolitical future is intrinsically tied to the transatlantic sphere.
